The city of Elgin’s 2025 Strategic Plan is now live and available to the public in an interactive digital format on ClearGov. The plan can be accessed at elginil.gov/strategicplan.

This is the first time the city has published its strategic plan in a fully digital format. Building on its previous use of ClearGov to share the annual budget, the new tool allows residents to explore City Council strategic priorities in a more transparent and accessible way.

Users can view progress and status updates across the plan’s key outcome areas and objectives. Each section includes clickable action items with quarterly updates, detailed notes, and tracking data, giving the public the ability to dive deep into specific projects. The site also offers a feature that lets users download the entire plan as a PDF by submitting their email.

The 2025 Strategic Plan includes the city’s mission, vision and values, as well as strategic outcome areas, objectives and detailed implementation status.
