City Explores Potential Ban on Single-Use Plastic Bags

A possible ban on single-use plastic bags is under consideration by the city council after hearing a recommendation from the city’s sustainability commission on Wednesday, April 23. The proposal, presented by commission Chairman Tom Armstrong, aims to reduce single-use plastic waste throughout the city.

Armstrong explained that while some nearby communities, including Batavia, Woodstock and Oak Park, have imposed fees on plastic bags, those measures haven’t significantly reduced usage. Instead, the commission is encouraging a full ban.

Most council members expressed interest in moving forward with a ban rather than a fee, citing long-term environmental benefits. Councilmembers Carol Rauschenberger and Tish Powell noted that approximately 100 countries and several U.S. states have already adopted similar restrictions.

There was support for developing a proposed ordinance based on legislation introduced by Sen. Cristina Castro. The SB 1872 bill aims to phase out single-use plastic bags at retail stores starting in 2029. City staff will draft an ordinance for future consideration that aligns with the proposed state legislation.
