The Downtown Neighborhood Association of Elgin (DNA) is seeking a full-time Program Manager to lead the coordination, implementation, and ongoing operations of key downtown programs and funded initiatives that support business development, economic vitality, and community engagement in Downtown Elgin.

This position plays a central role in managing high-impact programs including the Downtown Elgin Market, seasonal Pop-Up Markets, the Made-In-Elgin Incubator Storefront, and other ongoing business support and promotional initiatives. The Program Manager will work closely with local businesses, vendors, community partners, stakeholders, and the Executive Director to ensure programs are well-organized, effective, and aligned with DNA’s mission of strengthening Downtown Elgin.

This role requires strong project management skills, relationship-building, attention to detail, and the ability to manage multiple priorities in a community-focused environment.

Key Responsibilities

Program & Project Management

  • Lead planning, coordination, implementation, and ongoing management of funded projects and organizational programs
  • Develop timelines, work plans, reporting structures, and operational systems to ensure program success
  • Track deliverables, deadlines, budgets, and grant-related requirements for funded initiatives
  • Coordinate with internal staff, board members, consultants, and external partners to ensure smooth execution
  • Support program evaluation, reporting, and continuous improvement efforts

Downtown Elgin Market & Seasonal Pop-Up Markets

  • Manage all operational planning and execution for the Downtown Elgin Market and seasonal Pop-Up Market events
  • Coordinate vendor applications, onboarding, communication, and compliance requirements
  • Oversee event logistics including permits, site planning, vendor placement, safety coordination, and event-day operations
  • Maintain strong relationships with market vendors, downtown businesses, sponsors, and community partners
  • Identify opportunities to improve participation, visibility, and overall program success

Made-In-Elgin Incubator Storefront

  • Support day-to-day operations of the Made-In-Elgin Incubator Storefront
  • Serve as the primary point of contact for participating businesses within the retail and production business cohort
  • Assist businesses with operational needs, scheduling, communication, and shared storefront coordination
  • Help foster a collaborative environment that supports small business growth and long-term sustainability
  • Coordinate with mentors, partners, and support organizations involved in the incubator program

General Program Oversight

  • Support continued operations of long-standing programs including:
  • Downtown Elgin Gift Certificates
  • Promotional newsletters
  • Seasonal campaigns and business promotions
  • Business engagement and participation initiatives
  • Help facilitate business involvement in organizational programming and downtown promotions
  • Assist with outreach, communication, and relationship management across the downtown business community

Qualifications

Preferred Skills & Experience

  • 3+ years of experience in program management, event management, nonprofit operations, economic development, or related fields
  • Strong organizational and project management skills with the ability to manage multiple programs simultaneously
  • Excellent communication and relationship-building skills
  • Experience working with small businesses, entrepreneurs, community organizations, or downtown development initiatives preferred
  • Ability to work independently while collaborating effectively with a small team
  • Comfortable managing both strategic planning and day-to-day operational details
  • Proficiency in Microsoft Office, Google Workspace, and general project management systems
  • Experience with social media coordination, newsletters, or community marketing is a plus

Pay: $40,000.00 - $50,000.00 per year
