Job description

Under the direction of the Purchasing Director, prepares and issues formal solicitations for a variety of contracted services, supplies, and equipment. Responsibilities include developing and processing requests for proposals, invitation for bids, and contracts for projects and commodities. Coordinates evaluation committee appointments, schedules interviews, and develops scoring criteria for evaluating proposals. Monitors compliance to contracts and maintains records of same.

• Prepare and maintain contract files using existing contract software; maintain a contract calendar of upcoming contracts, scheduled contract solicitations, and expiring contracts.

• Coordinate post- Council approval contract activities including notice to departments; correspondence between bidders and City including award letters, contracts, documentation requirements.

• Track submission of bonds, insurance and contracts for awarded bids and proposals. Administer procurement card program: process request for cards; train users; ensure payments are timely.

• Approve cellular phone purchases. Monitor usage and recommend cost effective plans. Ensure payments are timely.

• Assisting with creating and maintaining a MWBE Supplier Diversity Program.

• Negotiate contract terms and pricing to obtain best value for City.

• Maintain Purchasing Department pages on all City websites.

• Supervise Central Services staff. Approve staff schedules, complete performance appraisals if appropriate, ensure uninterrupted mailing and printing services.

• Backup for Purchase Order Administrator when necessary.

• Respond to requests for Accounts Payable information.

• Other duties as assigned.

Knowledge of automated procurement systems and electronic commerce procedures required; knowledge of Central Square Software desired. Extensive and demonstrative knowledge of the use and application of MS Office Suite and electronic mail systems. Knowledge of the principles, methods and problems of organization and management. Excellent communication skills. Ability to work with minimum direct supervision.

EDUCATION AND EXPERIENCE:

Bachelor’s degree required. 3 to 5 years responsible purchasing experience in a comprehensive purchasing program including bid and proposal processing, analysis, and award. A certification in Procurement such as an NIGP-CPP, CPPO, or CPM is preferred but not required. Public sector experience is desired. This is sedentary work requiring the exertion of up to 10 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects; work requires reaching, grasping, repeated manual dexterity, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions
